Assistant Counsel (Investments)

Our client, the New York State Office of the State Comptroller, is seeking an Assistant Counsel (Investments). This position is based in the New York City office and will work closely with investment staff on the negotiation and management of investment agreements across all asset classes. Chief Investment Officer

We are pleased to assist our client, the Police & Firemen’s Retirement System of New Jersey (PFRSNJ or the “System”) in finding their next Chief Investment Officer. PFRSNJ is a multi-employer, cost-sharing defined benefit retirement plan for all full-time county and municipal police, and firemen. PFRSNJ serves nearly 80,000 members and 579 different employers. As of June 30, 2022, PFRSNJ held assets in trust in excess of $31.4 billion.

Under the direct guidance of the Executive Director and, working in close collaboration with the Board, and specifically, it’s Investment Committee, the Chief Investment Officer (CIO), will lead the Investment Staff and be responsible for assisting the Board in fulfilling its fiduciary duties in managing the System’s assets. Along with the Investment Staff, the CIO will be responsible for monitoring investment performance, recommending adjustments to the System’s asset allocation and investment policies, ensuring compliance with all Board policies and applicable laws and regulations, and working closely with external investment consultants. The CIO, in collaboration with the Investment Staff and general investment consultant, will be responsible for all investment reporting and external investment manager evaluation and selection.

Chief People Officer

Our Client, a $100B RIA serving multigenerational families with complex needs, single family offices, foundations, and endowments to identify and attract its future Chief People Officer (CPO). As a key member of the executive management team, the CPO will assume a vital role in the overall management of core human resources functions while also supporting other activities, including the people side of mergers and acquisitions.

Minimum of 10-15 years in human resources with 5+ years in HR leadership roles supporting operations and associates in multiple U.S. locations.

Preferred career experience would originate from the financial services or professional services industries; however, the client is open to other applicable industries.

Director of Economic Security

CBIZ EFL Associates is proud to partner with the Colorado Department of Human Services to find their next Director of the Office of Economic Security. The Director of Economic Security leads the Office of Economic Security (OES) and is responsible for creating and implementing a vision for a variety of antipoverty programs, while also directing the operations of programs that provide income, food/nutrition, workforce, and supportive services to those in need. This office is responsible for the statewide establishment of policy and implementation of poverty alleviation programs. Reporting to Deputy Executive Director of the Department of Human Services, the Director manages approximately 180 employees through five direct reports and oversees a budget of $584 Million.

The ideal candidate for this position is value-aligned leader who sees this position as an opportunity to make a meaningful dent in poverty in the state of Colorado. Ideal candidates will bring 8 years of experience with progressive responsibility in economic security, social work, public health, non-profit or other related governmental policy work including experience at the management level.

Candidates must also have demonstrated strategic planning skills with an understanding of how human capital and organizations can be aligned to transform organizational culture and achieve operational goals. The compensation range for this position is $160,000-175,000.

Fund Administrator

CBIZ EFL Associates is pleased to be assisting our client, Teamsters Local Union No. 731 Benefit Funds with their Fund Administrator search. This role is based in the Chicago suburb of Burr Ridge and will oversee the administration of four distinct health/welfare and pension funds, plus a scholarship fund. The four Funds are comprised of: Non-Excavators Pension Fund, Non-Excavators Welfare Fund, Excavators Pension Fund and Excavators Welfare Fund.

The Fund Administrator, under the general direction of the Boards of Trustees of the Funds, is responsible for overseeing all aspects related to the administration of the retirement, disability, and health/welfare benefits on behalf of the members. The Fund Administrator has primary responsibility for all fund operations, administration and compliance including developing and implementing the strategic business, financial and technology initiatives of the Funds. The Fund Administrator must effectively set goals for, direct and motivate the Funds staff, and interact collaboratively with the Boards of Trustees, Unions, Employers, professional advisors, and colleagues at all levels both inside and outside the organization. The Fund Administrator leads a staff of 18 through five direct reports: Comptroller, Office Manager, Special Projects Manager, Manager-Claims & Customer Service, and an Administrative Assistant/IT Manager. The total administrative budget oversight is in excess of $ 4.7 million. The staff is experienced and has significant tenure with the Funds.

Senior Investment Analyst

Senior Investment Officer – Emerging Manager Program

Senior Vice President of Accounting and Finance

Investment Director of Public Markets

We are pleased to assist our client, The Teachers’ Retirement System of Louisiana (TRSL or the System) in finding their next Investment Director of Public Markets. This role is based in Baton Rouge. TRSL is the largest public retirement system in the state serving an active and retired membership of over 180,000. The System is governed by a Board of Trustees whose primary responsibility is to manage and safeguard assets held in trust for the membership. As of June 30, 2022, the System’s total assets under management were $24.5 billion.

The Investment Director of Public Markets reports to the Deputy Chief Investment Officer (DCIO) and has primary responsibility for developing and implementing a public markets investment program strategy within the goals established by the TRSL Investment Policy. This role will manage the activities of the external managers, including analysis and due diligence reviews, assisting in negotiating terms and conditions of agreements, furnishing appropriate reports on all investment activity, and attending meetings to present reports to the TRSL Board of Trustees Investment Committee. This role will also be responsible for providing expert consultation and advice to the Chief Investment Officer, Deputy Chief Investment Officer, Director, and Board Investment Committee.

Senior Investment Officer

We are pleased to assist our client, the Fairfax County (VA) Retirement Systems (collectively referred to as the “Systems”) in finding their next Senior Investment Officer. The Systems is a sub-unit of Fairfax County government and administers three distinct defined benefit retirement plans for different groups of County employees.
