NACHA Operating Rules & Guidelines

The National Automated Clearing House Association (NACHA) manages the development, administration, and governance of the ACH Network in the United States. The following information is provided to update CBIZ clients about several recent and upcoming changes made by NACHA to its Operating Rules and Guidelines. The rule changes noted below are those considered to potentially impact CBIZ clients based on the nature of the transactions CBIZ initiates today on their behalf. Rule changes outside the scope of the services CBIZ provides clients have not been included in the summary.

 

Upcoming Revisions 

Risk Management - NACHA has introduced several rule amendments as part of a comprehensive Risk Management package aimed at reducing successful fraud attempts and enhancing the recovery of funds post-fraud. These amendments include expanding the criteria for requesting the return of an ACH entry and setting new requirements for receiving banks to respond to such requests. Additionally, NACHA is working on establishing and implementing risk-based processes and procedures to identify ACH entries initiated due to fraud. These processes will need to be reviewed annually and updated as necessary to address evolving risks.

Fraud Monitoring - In response to the rise in fraud involving credit ACH entries, NACHA has developed a new set of rules designed to monitor such fraud. These rules aim to promote earlier detection and enhance monitoring and analysis by specifically labeling ACH credit entries used for payroll payments. The objective of these amendments is to strengthen the ACH network’s capability to detect and recover from fraud. Implementation of these rules is anticipated in 2026.


It's important to note that the NACHA enhancements are not intended to replace internal fraud prevention measures.  We strongly urge our clients to remain vigilant about the fraud risks associated with payroll processing and to ensure adequate internal controls are maintained within their organizations.
