New York’s Health Care Reform Act

The New York Health Care Reform law which has been in effect for many years, funds indigent care and medical provider education. Health insurers and payors are subject to this funding either through a regional covered-lives assessment or by paying a surcharge at the time of medical service. Generally, this applies to services rendered in New York even if the patient does not work or reside in New York.

New York’s Department of Health has issued 2023 assessment amounts. Employers sponsoring self-funded plans will want to confirm with their third-party administrators how these assessments are being handled.
