Paul Burns is a Tax Director at CBIZ MHM, LLC and has been practicing tax for over three decades. He joined the firm in 2016.
Prior to joining CBIZ MHM, Mr. Burns was a principal in the Law Offices of Paul B. Burns. He has experience in the private sector and in government, in international tax and transfer pricing planning and compliance matters, as well as in tax dispute resolution and risk management. He has been a senior client service professional at large international law firms, Big Four accounting firms, and major consulting firms. In addition, he spent a number of years with the Office of Chief Counsel of the Internal Revenue Service, serving as a senior litigator and legal adviser to large case audit teams. Mr. Burns’ broad and deep understanding of tax administration and the internal workings of tax authorities enable him to provide highly valuable counsel to multinational companies that want to proactively manage their international tax and transfer pricing issues.
Paul has successfully tried a number of cases, involving a wide variety of complex substantive and procedural issues, in the United States Tax Court. He has led a number of successful audit defenses, played a key role in the negotiation of dozens of Advance Pricing Agreements, and successfully resolved transfer pricing disputes through the Competent Authority process, in cases involving the United States and most of its major trading partners.
Mr. Burns is actively involved in pro bono work, providing sophisticated substantive legal advice and representation before the IRS and state tax authorities to needy individuals and exempt organizations throughout California and Arizona.
Mr. Burns is a frequent speaker and author on international tax, transfer pricing, tax treaty, and tax practice and procedure subjects. He has twice been named by International Tax Review as one of the World’s Leading Transfer Pricing Advisors.
