Marc E. Zanger has been involved in the employee benefit business since 1976. His background and experience includes the design, administration and funding of all types of non-qualified employee benefit plans to include Medical, Dental, Prescription Drug, Salary Continuation, Section 79 Group Term Life, Section 125 Cafeteria Plans, Section 105 Medical Reimbursement Plans, and Section 129 Dependent Care Plans. Mr. Zanger is the designer and creator of Bene*Pak, an employee benefit communications software system. Mr. Zanger's current personal practice consists of consulting engagements for larger corporations and municipalities on managed care issues.

As Chairman and C.E.O. of The CBI&G Companies, he manages a staff of more than 180 employees with 9 offices in Maryland, Pennsylvania, West Virginia, and Washington, D.C. The CBI&G Companies was ranked the 57th largest public or privately owned insurance and consulting firm in the country in 1996. The CBI&G Commercial Insurance Division provides both small and large businesses with commercial insurance protection, bonding, risk management, safety engineering, claims service, and in-house underwriting. The CBI&G Consulting Group consists of actuaries, consultants, qualified account executives and service representatives who serve over 1500 businesses in the tri-state area. The CBI&G Consulting Group also serves as consulting actuaries, administrators, and advisors of regulatory compliance as it pertains to qualified employee benefit programs. CBI&G Investment Services, Inc. provides for registered service broker/dealer services in the areas of stocks, bonds, options, mutual funds, IRAs, government securities, asset management, and investment advice through a full complement of NASD Broker/Advisors.

Mr. Zanger is a member of the Employers Council on Flexible Compensation, the International Foundation of Employee Benefit Consultants, the National Association of Health Underwriters, and the Maryland Association of Health Underwriters. He has obtained the professional designation as Registered Health Underwriter (RHU) in 1979.

In 1993, Mr. Zanger was appointed by then-Governor William Donald Schaefer to the first Maryland State Health Care Access and Cost Commission. This commission was given the task of overseeing the direct implementation of House Bill 1359, Maryland's landmark Health Care Reform Legislation. He was reappointed by Governor Parris Glendening for a second term on June 30, 1996.

Mr. Zanger is a graduate of Albright College where he received a Bachelor of Fine Arts degree in 1969. He continued his training at the insurance company level with Security of America Life Insurance, specializing in group insurance programs for banks. He joined the Financial Services Division of Beall, Garner, Screen, and Geare in 1976, and formed the Employee Benefits Division of the Company.
